| Description | Nothing to do with choking... well, not much.... throttling involves slowing the rate of file transfer on a network. If one user is hogging all the network bandwidth, you can throttle their connection SO that they receive files more slowly, but other users can still use the network. ISPs will often use throttling when a user exceeds their monthly bandwidth allocation. bandwidth throttling is preferable to throttling the user in person, and is probably more legal too. |
