Well, considering Sturgeon's law, this should not come across as a surprising statement, but I'll disagree, at least for most of America (especially California, where I reside). Most of IA's I meet these days have all the core knowledge and skills I would consider necessary to practice. In the early days of the web this wasn't always true, but then there were not as many resources either to learn the art either. I took on the title before I had the skills, but so did everyone else in 1997.
The upsetting thing about this article is you give so little useful advice after through out an idea bomb. This is shameful, and you should be embarrassed. The IAI is an excellent resource for getting an overview of what an IA should know and be able to do. Visiting the IA summit is another way to meet the genuine article AND learn at one of the best conferences around on the art of designing complex websites. And there are a few books floating around one could skim, includes the beginner friendly "Information Architecture: Blueprints for the Web" I wrote.
Finally one of the single best ways to test an IA's knowledge is to give him/her a design exercise.
For example, write up a system with a lot of data, say design a mix-tape maker or a user directory. for a university Give them 20 minutes with a whiteboard or a pile of papaer and markers. Then have them present what they thought up. it doesn't have to be a good solution, but look to see if they have considered big data issues like pagination, and organization issues like sort by tempo, artist, genre, etc.
Having been a hiring manager for IA's/IxD's (interaction designers) I would never hire without seeing a person think. You can hide behind other's work wiht a portfolio, but not in an excercise.
I know you were just trying to get attention with this sensational title, but consider how the rating has fallen, are you sure you got the right attention? Next time complete your thinking and try to be truly helpful if you perceive a problem.
