i agree with most of these comments. understand your market, product, website look and feel. you can add Google Analytics for free to understand the analytics performance of your site.

It's important you set aside 20% of your budget for SEO consultancy as this is key. However, you could do a small one week roll out of PPC to prove concept before you start wasting a lot of money.

There are lots of Good SEO agencies out there and for a budget of 20-35k per year on SEO retainer work you would be a decent prospect for them. I recommend you speak to Big Mouth Media, Greenlight, The Search Works and I Crossing.

With a good SEO agency they will be giving you tips on the website design, etc. You can then get a honest assement of your needs from these guys and you should get a free mini site audit to boot so its just your time.
