There are two ways of being presented on PPC. One is on the Google site itself and the other is on associates sites, who include google ads on their site and receive a commission.
If you receive a commission every time someone clicks on an ad on your site, then there has to be a temptation to click a few times doesn't there? Except that multiple clicks from one IP address don't count, thus drafting in others.
I don't know how much of this click fraud goes on. But you can elect to only place your ad on the google site, not on associate sites. My experience is that you get a better conversion from Google ads anyway, so personally I would always recommend taking this option.
