We are in the midst of ramping up our interactive marketing efforts. However, one of the road blocks we are running into is the creation of content for our banner advertisements. Right now, when ever we need a new banner or want to test a particular component of a banner (size, placement, copy, image, call to action, promotional type/value), we basically go back to scratch and start all over again with either our internal graphic design resource or to our agency.

There has got to be a better way  - a content management system that would allow us to build banners utilizing the components of our banner - in otherwords, we should be able to create a library that is of  size:

 a images x b copy x c call to action x d promotion type/value

Is there such a system out there that will allow our internal graphic resources to more quickly create banner ads? Eventually, we'd like this to be database driven so that we can more specifically target customers.
