David,
There are various technologies out there to enable a DIY approach but affiliate networks can potentially save you a lot of time on admin tasks such as commission payment, postage, queries and general information. Networks canl also save you the effort of recruiting suitable affiliates. 
Also bear in mind that some affiliates only like to work through networks because they can also save on admin time by doing so. 
If you use a network, you need to be confident that they will dedicate time in making your campaign work. This can sometimes involve extra management charges which may or may not be worth it.

Also - is the commission to commission junction worth it for ROI?  I'm interested to know the experience of those in this forum.  I've heard mixed reactions from past and present customers.
