It's not a UK product, but Ace Project is a good online solution for managing projects. It can be purchased as a hosted product so there would be nothing to install. You can create user accounts and allocate them to staff, contractors and clients and you can create multiple projects and only allow the people you want to be able to access them. We use it to interact with our 3rd party contractors who develop our website, and to keep track of jobs within our own web team.

To be honest we're a small agency so can't really afford the costs involved with bespoke development. Unles you can provide a pay as you go monthly solution with no upfront costs. But thanks for getting in touch anyway.
