I am looking at adding email tracking as a campaign feature for my business, a business development agency. I want to be able to send out small batches of emails and track responce . Can any one reccomend a decent low cost solution.

I have found a couple of good systems:
- Constant Contact - www.roving.com
- Microsoft bCentral - see www.microsoft.co.uk
or the latest one which looks really good, low costs, no long term contract :
- Myemma www.emma.com (or www.myemma.com)

I've just set up and sent my first email campaign off Interspire's SendStudio
£139 plus any hosting including PHP and MySQL (I'm using 1and1.co.uk)
Very impressed.
Double or single opt-ins
automated bounce handling
open tracking and link tracking
HTML/text capability including a WYSIWIG editor
Automated responders e.g. for sending series of emails to convert after sign-ups
Automated unsubscribe functions
Best of all NO per-email costs
Bargain!

Sounds like i'm a reseller for the company...may be I should... but it just seems to work well, and they have a community feel about the offering. As I say, I've subscribed to their newsletter for about three years.
All I would warn is on the old data protection is that you make sure your clients have included in their opt in that they give permission for the data to be sent overseas. Its just something nagging in the back of my mind about this when I was working on the client side, at Barclays.

We have an extremely powerful and easy to use system that you can use on an adhoc basis.

Totally agree with Alex, High Deliverability is a big issue, why email 30'000 people if it only gets to 18'000?
We have had a customer transfer to NewZapp from one of the 'cheap' US solutions, and as our sales manager would say, they are now 'as happy as a sand-boy' - a sand-boy was apparently a young boy who would clean up the sand in the pub, and the publican would pay him in beer.
