Very logical from data mining point of view - it will be possible to match job requirements with skills of people living close to prospective place of work, thus increasing chances they might be interested in a job. Contact deails are handy for those lucky ones who matched requirements. Not suggesting that this is exactly what was planned to be done in this case, but it certainly sounds pretty logical to me.
