Right, more expensive solution: lots of possibilities here. Your client is probably using some of more or less standard reporting tools such as Business Objects, BRIO, Crystal Reports etc. If thats the case then I would just create report using tools that are familiar to the client. This is a flexible, well known (support wise) and cheap method that client might appreciate.
Another way is to write a bespoke app which would just pull data and do some simple charting - a quick and dirty VB app should not take more than a few days to write. I would not advocate this approach.
In all cases plug-and-playness should be at the same level as the only thing that really needs configuring is access to the database.
