Ad agencies not quite at the cutting edge?

 
Talking to a friend who does the Business Development for an integrated marketing and advertising agency today, I discovered that they had won a surprising amount of new business from PPC advertising (via Overture in this case). And those clicking on the links were senior client-side people searching the web for new suppliers.

Talking through the keywords he was using I was somewhat amused to find that 'website design' costs something like £8 per click whereas as 'ad agency' was at 12p. Could this be because the smaller web agencies are still a long way ahead of the online marketing/advertising curve relative to their big ad agency counterparts?
